Background:
The signing of the contract for the GOJ/IDB ICT Project was
done on Wednesday, June 25, 2003. The US$23 million project
will be funded by the Government of Jamaica, which will
inject US$3.7 million, the Inter-American Development Bank
(IDB) US$17-million and the beneficiaries of the programme,
who will provide US$2.3 million. |

The Government of Jamaica, recognized years ago, the need to
equip Jamaica for competitiveness in the increasingly global
environment. To fulfill this mission the Government through the
Ministry of Commerce Science and Technology has placed a high
priority on the implementation of policies and programs to
strengthen our capability in technology and information systems.
îA
framework has been established for sustainable development in
the Information and Communication Technology sector in Jamaica.
Some examples of these are: |

The opening of
the telecommunication industry to competition and the
resulting availability of modern communication facilities to
consumers island wide.
-
New laws and
regulations to support and facilitate the digital age such as
the Electronic Transactions Policy recently passed by
parliament and the Electronic Transactions Act currently being
drafted for implementation.
It is within this context that assistance was sought from the
Inter-American Development Bank to accelerate the availability
to the Jamaican people of a modern ICT infrastructure.
îThe
Information and Communications Technology (ICT) project will
cost US$23,000,000.
îIt
will be funded by a loan of US$17,000,000 from the
Inter-American Development Bank.
îThe
Government of Jamaica will provide US3,700,000.
îBeneficiaries
to the project will provide US$2,300,000. |

The project will
be implemented over five (5) years.

A Project
Preparation Facility (PPF) of US$450,000 funded by the IDB as
an advance of the loan is in operation.

A Japanese
Technical Cooperation Fund of US$400,000 in the form of a
grant is also in place to enhance the preparation for
implementation of the project, courtesy of the Japanese
Government.

The ICT Project
will promote enhanced efficiency and on line electronic access
to government agencies, thereby reducing transaction cost. It
will increase the use of ICT in the public sector, the private
sector and civil society.
