Value of Contracts

 

The procedures for the award of contracts by the Ministry of Industry, Technology, Energy and Commerce (Government of Jamaica) varies depending on the value of the contract.

 

  1. For these contracts, quotations/tenders are required from at least three (3) suppliers/contractors/consultants.

    The quotations/tenders are received and evaluated.
     
  2. The Division/Unit requesting the goods/services should submit an Evaluation Report, along with the relevant recommendation and quotations, to Ministry’s Procurement Committee.
     
  3. The Procurement Committee’s report/recommendation, plus the Division/Unit’s Evaluation Report, should be submitted to the Permanent Secretary for approval.
     
  4. Once approval is given by the Permanent Secretary, the Ministry may award the contract and procure the goods and/or services.
     

For these contracts, the Ministry must take steps to ensure that local suppliers/contractors/consultants are aware of the demand for the particular goods or services. Advertisements may also be displayed at local libraries, Works Department Offices, post offices or other suitable location.

  1. Invitation to Tender: Suppliers/contractors in the appropriate categories and grades should be invited to tender. A minimum of three (3) tenders should be considered before a recommendation is made.
     

  2. The tenders are received and evaluated.
     

  3. The Division/Unit requesting the goods/services should submit an Evaluation Report to Ministry’s Procurement Committee.
     

  4. The Procurement Committee’s report/recommendation, plus the Division/Unit’s Evaluation Report, should be submitted to the Permanent Secretary for approval. 
     

  5. Once approval is given by the Permanent Secretary, the Ministry may award the contract and procure the goods and/or services.

For these contracts, the Ministry must take steps to ensure that suppliers/contractors/consultants islandwide, or overseas, are aware of the demand for the particular goods or services through advertising. 

  1. Invitation to Tender:

    • All suppliers/contractors should be invited to tender. A minimum of three (3) tenders should be considered before a recommendation is made to the Ministry’s Procurement Committee.

    • Advertisements must be placed in national daily newspapers at least three times. All contractors in the appropriate categories and grades should be invited to tender.

    • International advertising may, however, be required by a funding agency. 
       

  2. The tenders are received and evaluated.
     

  3. The Division/Unit requesting the goods/services should submit an Evaluation Report to Ministry’s Procurement Committee. The Procurement Committee should make a submission to the relevant Sector Committee. The Ministry should make advance contact with the Sector Committee which will advise on when to make reports available, as well as the number of copies required. The submission to Sector Committee must be accompanied by a letter from the Permanent Secretary consideration of the Ministry’s recommendation for the award. The letter should indicate the Permanent Secretary's concurrence or non-concurrence with the recommendations. The tender documents and all relevant reports must accompany the submission.
     

  4. The Sector Committee examines the submission and sends it on to the National Contracts Commission.
     

  5. The National Contracts Commission examines the submission and informs Ministry of its recommendation regarding the award of the contract.
     

  6. If the response is favourable, the Permanent Secretary will seek approval to award the contract from Minister with portfolio responsibility.
     

  7. Once approval is given by the Minister, the Ministry may award the contract/procure the goods/services.

  6. If the response is favourable, the Minister with portfolio responsibility will seek approval for the award of the contract through a submission to Cabinet.
     

  7. Once approval is given by the Cabinet, the Ministry may proceed to award the contract and procure the goods and/or services.
